What is the definition of "last 22 seconds"? It wouldn't be difficult to inadvertently overwrite the piece that matters.

It sounds like the final 22 seconds before a truly destructive accident might get frozen in there, but in any situation short of that the camera would just keep running and all you would have is the aftermath.

I don't know for certain how things are in the 2019s, but you should be able to find power up around the map lights. It might however be always on, and that would be a drain on your battery. If you can't locate an appropriate source up there, then you can probably find one behind the dash and run it up the A-pillar. Experience on previous years is that it's a royal PITA to remove the A-pillar cover and put it back successfully, but it has usually been possible to just squeeze a wire in from the edge without taking the cover off.
