fuel gauge not working

hi folks,
my forester fuelgauge is tempremental,sometimes it works sometimes not. do any of you know what it could be:fuse, conection? as its difficult to know how much fuel has been used.

just a quick question, (sorry to threadjack) is it standard for the needle to stay at the current fuel level, even when the ignition is turned off? I sort of thought that it should drop to zero when you turn the car off, then return to the correct level when you turn back on again, like the water temp gauge.
