Flashing Outside Temperature Light

I have a 2011 Forester and I am noticing that my outside tempature light flashes about 4 times when the outside temperature hits 37 degrees or 23 degrees. Has anyone else seen this and know why it happens?

I took my car to the dealership last week for routine maintenence and no one there had any idea? They said they made a call to corporate but I havent anything back yet.

When the outside temp drops to 37F, the temp display flashes as a warning that the road surface may be frozen. See page 3-27 in your owner's manual.

A flashing temp display at 23F is a new one on me. :confused:
