1999 - No constant 12v power? - SOLVED!

Well I've had my 99 Forester for roughly 7 months now and am now really just starting to nit pick the small stuff in the car but something that has been an issue with it is it has never had memory on the radio. My dome light also does not work unless the key is in the on position, my headlights don't turn on unless in the on position, my trip meter resets everytime the car is shut off. Basically anything that needs a 12v constant source is useless. I thought the radio may have been wrongfully wired (which it was but thats another story) so I re-did the entire harness. When I went to check the radio for power, I had nothing. When I placed both the power wires (acc and constant from the merged harness) onto their correct wires, I had no power. When I placed both wires onto the constant 12v, I had no power. When I placed both power wires on the accessory wire, worked great! But no memory still of course.

So my question is basically, where do I start tracking down why I have no constant 12v source through my entire car? I'm not great at wiring which is why I'm unsure of where to start. I know there are fuses but I'm not sure which fuses are linked to the constant 12v. Thanks in advance all.

Under Hood Main Fuse Box ... Check Fuse #2. This is constant power for the Radio, Instrument Cluster, Clock, etc.

15A fuse ... could have easily blown it when wiring the radio.

Thanks Ferret. I'll take a look in the morning. I took a look at all those fuses and they all seemed to be OK but I'll double and triple check them. Like I said, the wiring harness for the radio was butchered when I cracked it open and I fixed it but the way he had it wired, I wouldn't be surprised if he blew the fuse.

That is the truly great thing about online forums. Your issue has been seen by multiple people over the years and when you ask about it here, you literally have access to the most informed people on the subject that have ever lived. I am no Subaru wiring genius, but my past in car audio systems gave me the same answer in my head as the people posted before I could reply. I just felt like adding my thoughts.

Yup thanks a lot all. When I originally tore open the harness to rewire the radio, the last guy had the ends wrapped in masking tape. Not electrical tape. He also did not have the negative wires of the rear speakers wired so that explained why those never worked. As for the power wires, he had the constant 12v and accessory 12v wires all twisted together into a bundle of 4 wires and had those taped up. Thats why I was REALLY hoping that he didn't fry any wires but I figured I'd ask the experts first ;) Once again thanks all!

I have some problem only I was crimping the black/green tgv sensor wire and taped the positive post with crimper. Now i have not fuel pump prim and the light green wire with a white strip has no power to main relay witch is making no power to ecu. I really messed up as I have checked all fuses they are good. If I put power to the light green wire with a text light it clicks and ecu powers up but still no pump prime or check engine light. I need help please been stranded in michigan for 3 days now trying to figure out what happened

Damn! I had not seen that one in all my years of doing automotive electrical. The one that stumped me the longest was a dime in customers cigarette lighter. Took 4 fuses to find that one since I was too stupid to use a multimeter to test as I disconnected things one by one.
