The radio on my 2017 Subaru Forester has had a problem since I got the car in 2018 (full warranty on the car). The unit would switch randomly to come on, or change channels to 530 am or from disk to radio, or randomize disk tracks. The dealer updated software several times but never fixed the problem. This Sunday I filmed it as I drove, repeatedly showing radio turning back on. Now out of warranty, is there any way to get Subaru to reevaluate it, since they never fixed it?

If you have a problem that was already recorded but not addressed while the car was in warranty, they should repair it.

Has the dealer already told you they won't address the problem?
If they balk, as @Kevin noted, call Subaru corporate.
If Subaru corporate defers to the dealer, you might be better off getting an aftermarket head unit, which will likely be a less expensive and better option than the 8 year old unit in the car.
