It's possible, but the MY13 is a couple of inches wider, so it depends on where they mounted the side rails.
If you have the crossbars, measure them. I've got the OEM aerobars on my MY12.

I dont have them. i want to buy them of Amazon and i wonder why they sold as different even though they look the same. also Gen 4 is priced much cheaper, I guess it's because it's hard to get an OEM for Gen 3.

 

Yes, I do have factory OEM aerobars on my car, which is the prior year to your 2013.
This item on Amazon is stated to fit 2009-2013 Foresters.
The price is higher than a similar part for the 2014-2018 series, but since they are noting model fitment differences, it's unlikely that the 2014 model year bars will fit your 2013,
