2009 - Right Hi beam light not working?

2009 forester
The right side running light and hi beam are not burning. I interpret the fuse panel as one fuse for left and right side hi beam. I changed the bulb but that did not solve the problem. I assume I have a ground problem. Where does the right head light/running light ground at? Is the light base the ground?

This was happening to me on my 2012 Forester. It turned out that one of the headlight relays was bad. I fixed it temporarily by reseating and tapping on the relay. I replaced it a few days later.

I'll take a picture for you and add it to the post later.
