Yes. Technically you can spin them however you want with the belt off and if you allow the valves/pistons to bump into eachother by hand, you very likely didn't damage anything. Best to move them as little as possible without the belt on, though.

With Timing Belt off on my DOHC, can I rotate all 4 cams and the crank as much as I want, then bring them back to the line up marks, put the belt on and be OK. ?
