I have noticed a difference on some cars on the rear bumper and diffuser (if i can call it that) colour combo.

Here is one like mine that the bumper/diffuser is in one colour:

Here is one where the diffuser is black:

Is this a cover or is it painted?
When i see others it looks like unpainted plastic.
If its a cover where can i find one and whats the part number?

If its painted what paint is this?
I really would like to have mine in black like that too and hopefully its a cover.
Any help much appreciated!!!!!

I had the rear bumper skin replaced & it was an option to have it all painted, or leave it black as the bumper comes in that area. The entire bumper is still clear coated, with either option.

Here's a link to the picture in my journal.

I seen where some members have used PlastiDip to paint that area black.

When my lower panels and bumpers were silver I painted that area with bed liner. The previous owner backed into something and scratched it up.
I have since painted all the silver lower panels and bumpers black with rocker liner and bumper covering paint.

i feel like plasti-dip would be bad for that area anyway due to rocks. after a year or two it wouldn't look good due to plastic chipping. definitely a bummer though that it isn't a cover cause I'm in the same boat as you. i guess if you wanted it you could get a new bumper and get it painted around that with the option
