I found a gooood deal on some 2004 WRX STi stock springs that were only on the car for about 5000 miles. Would I be able to fit them on the Forester? (1998 Forester S) If so, how much drop would that give me?

Yes, and they will drop you about 2".

Fit them to your stock struts though and you'll have 2 problems
1/ The springs are too stiff for the dampers to control so ride will be poor
2/ The strut will be working outside it intended range and will be hitting the internal bumpstops quite a lot so life is shortened significantly
3/ The rear spring perch is 15mm lower on an Impreza so the rear will sit 15mm higher than intended.

Use Impreza struts!
