My 04 forester X has a brand new compressor, condenser and blower motor, when idling the ac gets noticeably warmer at idle, but if I rev it to about 1500rpm it cools off very quickly.

Rev up increases voltage and increases compressor's spinning speed. The increase in voltage increases the HVAC fan slightly, that in turn increases air flow slightly. Increase in voltage also increases fan speeds by the radiator that in turns increases the cooling affect up front. The increases in compressor spinning speed in turn increases the flow of the freon and therefore increases the efficiency overall of your AC's cooling.
