Ive got this code, i have reset it mutiple times and it keeps coming back.
I have use a muti meter to check the upstream sensor and everthing seems fine for the heater core, and the sensor is get 12+ volts to the heater circuit while engine is running.

How ever the circuit is also getting around 9 V when the engine is not even on and the key is in the ignition.

At this point i have no idea what to look for and some help would be great. Thanks

Edit: The P0030 Code just says that the bank 1 sensor 1 has a problem with the heater circuit.
