My 2003 subie has steel wheels, which came on the car from the dealer because its the base model.

But I have a problem, there is alot of rust on each of the wheel and i'm not sure how to get it off, or if i'm even able to.

I want to get new wheels eventually but for now I need to get rid of this rust!

That isn't bad at all, maybe aesthetically, easiest way to clean them up and make them look nice would be to sand/bead/media blast them the repaint them or powdercoat them. Other wise it will be a lot of hand work with sand paper/wire wheel(brush).

Sand blasting should be no more then $10-15 a wheel, tires may even be able to be left on depending on the person doing the blasting and the media being used.

Take them off, sand and repaint. Duplicolor wheel paint is great. There are a few threads that show how to repaint wheels properly. Also gives you a chance to change the color (I personally love the duplicolor graphite wheel paint) and give the car a different look while keeping the wheels in good shape.
