I have a 99 forester with 90k miles and the check engine light just came on. I believe the timing belt is making the noise.
When I start the car in the cold whether is whines until the car warms up.

I also have another problem when I turn the steering wheel. When it is cold I try to turn the wheel but there is a whining noise. When I turn it all the way to the right or left is whines also.

Any suggestion people?

sounds like a power steering pump or belt to me

If the power steering pump is low on fluid it'll make that noise too.

Some one told me that it could be my Fan belt. Is that the radiator fan? and How much would it cost to get fixed? Is it an easy DIY?

if its just a belt you probably just need to replace it, probably a $25 belt and could be done by yourself

Does anyone know what part it is, and a "HOW-to" fix it?
