E-Brake won't go down last inch

I have a 2006 Forester non-turbo. I just removed and cleaned rotors & caliper. After test drive brakes seized, after investigating I found E brake wont go down last inch. E brake still works otherwise just won't disengage. I loosed e brake using star adjusters located in rotor area of hub. Not sure how to fix. Please, help.
