our 2003 Forester has, on 2 or three occasions stops cool air on A/C and the temp gauge rises toward red, but does not peg. Coolant levels are up, and after shutdown, things return to normal. mechanic is dumfounded...Any help? Are we harming the engine?

What do you mean does not peg? I would be more concerned about the overheating issue than the a/c. Overheating would not be doing any part of your engine any good.
As for the a/c, the issue is quite possibly related to the overheating as a condenser would be copping the excess heat from your radiator. This would be regardless of airflow. There would be excess heat soak around these 2 components which in turn increases gas temperatures/pressures in the a/c causing it to cut out via a pressure switch
