Anybody know which fuse controls this? I think it's blown and the owner's manual didn't specify which fuse controls that one.

It should be labeled on your fuse box cover.
I just replaced both my fuses yesterday, the front outlet was labeled "Cigar" the console and rear outlets were labeled "12volt pwr"

P.S. done buy one of those cheap flashlights that are supposed to charge in your +12volt socket, the one I had shorted the contacts when inserted.
