If I put new bulbs in running lights and turn signals, will they be dramatically brighter than 4.5 year old bulbs?

I have noticed some condensation inside the rear brake light covers after I wash. Goes away if I park in sun. Sometimes after driving in heavy rain. Workarounds?

No. New bulbs are not dramatically brighter than 4.5 yr old ones. I have 8 yr old running light turn signal bulbs in my WRX that are as bright as the ones in the 2019 Forester.
Try drying the lamp interior by removing the bulb sockets and blowing fresh air thru or a hair dryer on low heat for a while.
You can try re-sealing the joint where the lens joins the back of the lamp assembly. Dry the interior prior so that trapped moisture condensation doesnot look like it is still leaking
