I notice that my power windows are very slow to come up, especially the rear. At times, both almost come to a complete stop on their way up.

The travel of the front power windows is slow too, just not as bad. They are particularly slow in the bottom half of the travel, both going down and up.

Anyone else have power window motor issues ... or is this a regulator problem?

Just replaced the driver side window motor+regulator on my 2010 Forester. Problem was with the motor, not the switch or the passive parts of the regulator. Easy repair using the video below. Only tricky bit: The motor was frozen with the window in the top position, where you can't access the screws that hold the window to the regulator carriage. My solution: Cut the cables between motor and regulator by reaching inside the door with brake cable cutters from my bicycle toolbox. Be sure to hold on to the window when making the cut :)
