2009 - wheel spinning - no power transfer to the opposite side?

So, i decided to go off road for the first time and found out that at times a wheel will spin freely with no torque or power transferred to the side with traction. Now my 09 Forester is totally stock with no modification and it has an automatic transmission.
I understand that this 09 Forester has TCS (Traction control) that is supposed to apply brake to the spinning wheel so that the opposite wheel can turn. Traction control simulates the function of a limited-slip differential.

So why is there wheel spin with no power transfer to the opposite side? Thanks

I found the same with my 2016 Forester with Blizzaks. The brake is not automatically applied to the spinning wheel. And all the wheels are not slipping in my case. The rear wheels are on flat, packed snow, and get no power. I can spin the front wheels fast for 30s while the rear wheels do nothing and get no power. Is this expected?
