Hoping someone knows what this is and where it belongs. I found it sitting below a small coolant hose that comes out of the intake system below where the main air filter housing is. It was just sitting on top of the engine. And has a bit of oil on it.

@2.5x_sleeper is right, Subaru calls it a "plug timing hole." Its a cover for the flywheel, to access the bolts to separate the engine and transmission.

I'd recommend getting a new one, once it hardens it won't seat properly anymore and will pop off again. Its a cheap part to replace.

The angle at which it is installed makes it a pain in the buttocks to get back in.
That being said, it's a dust cover. I can't imagine what harm could be done by it not being put back... Unless you regularly find your engine bay covered in mud...
