I normally keep the system in "Auto" as such not much air comes out of the upper vents. In winter the steering wheel is cold (not heated). Can more air be directed to the upper vents.

I am too lazy to RTFM..lol

Press the mode button and it will cycle through the air output choices. The display will show a stick graphic indicating the output, and you can also manually set fresh air or recycled air. I will often make my own choice over the “Full Auto” setting as when it is very cold (or hot) like you I want something else. The temp dial still works as set to come on and off to maintain temperature.
