I've heard that either the front or rear will work, but not both. Can anyone confirm? Or a link to a how-to?

Neither will work - too wide. Fronts will not swap from turbo to non-turbo models at all, but you can use a rear 20mm bar from an 02-03 WRX.

I have an 06 sti RSB on mine 19mm i beleive. Its wider so it just mount on tire side of link instead of diff side. I did some drilling so that i could use the STI clamps. Overall pretty easy swap.
