(Opinion) I reckon it's up there with the Energy Polarizer.
Lots of 'testimonials', short on facts, no patent numbers, no scientific reports, no independent evaluations., no press reviews. He's in deep doo-doo if it came of a nuclear sub. The RN allow a private website of him in uniform? And Morgan cars still build three-wheelers!
The special fluid...about the same usage level, price and effects as AdBlue. Hmmm.
A real game-changer: Mazda's "Homogeneous Charge Compression Ignition" (google "HCCI wiki"). Here in 2018. Rave reviews there..
Google "ortho hydrogen wiki". A nuclear property, not an electronic (chemical) defines Ortho-hydrogen. Molecular Hydrogen (i.e. H2) is required, other H chemical bonds (e.g. hydrocarbons- petrol, diesel, etc) don't have "ortho" hydrogen. All H2 gas forms the 75:25 orthoara hydrogen ratio.
