Default '07 idle issues after valve adj, and others

hey guys i have a 07 forester stock ej25 turbo all stock manual 5 speed lowered - so I had tight valves . so pulled the engine had the heads rebuilt "by known shop"-then i did the works on the block since i was there
About a month after i did all that . when my a/c is turned on etc loads my idle would jump and then droop and it has been getting worse now it will do it when no loads on . . and now when loaded it will stall . I tried the idle re-learn to the T a couple times and still no change. i tested the Alternator and found a ripple in the diode in the Alt.= replaced . still no change . changed the MAF no change . checked for any vac leaks -none. All grounds good . - swapped the throttle body with known good one .- no change -

so i guess my question is since my idle is controlled by the ecm and not by a IACV is my ecm having a problem with its program ? should i replace the ecm?
any info ?

I would start with the simple stuff. Since there is a lot of work that was done all at once, engine out, heads/intake removed....

If you haven't, start with going over your work and looking for a vacuum leak.

Was the valve lash set when the heads were off the engine or on?

yes i have looked over my work no vac leaks .
and they were set off the engine .
