I found that the sandpaper method described is a great way of doing it, but is very time consuming. So I found out a much better and faster way which is pretty much dummy proof.
Step 1 - buff the lens with a metal polish (mothers metal and mag polish is what I use) Step 2 - scratchx or another form of fine abrasive polish (using a clean rag) Step 3 - PlastX (a new clean rag) Step 4 - Wax |

The UV protector would be the final thing to put on. You may want to practice on a piece of clear plastic first to make sure you can get a nice clean/clear coat.

Thanks Techy101 for the info on this annoying problem.
Will try using Plastix and elbow grease to start. Then UV blocking clearcoat to finish. Will keep everything on the cars to save time. Too many other tasks in the day, so I need to prioritize. Doing headlights on the 2001 Forester, then the 98 Acura CL. Will get back to you and everyone if short form worked for me.
