PS using ICE on the IC may be counter productive, if you get the fins too wet you will prevent quick evaporation which is the thing that really cools it down. Purchase a half dozen cans of canned air, turn the can upside down and spray the heck out of the fins with the liquid (say you just want to get the bugs off) Make sure you get a cheap brand. You want the type that lets the liquid out for the best cooling. Good brands have what they call a "spray anyway" valve that prevents liquid from coming out when it's upside down.

Ingenious! But maybe dangerous...active ingredient in canned air for computers and keyboards, etc., is propane!
But it sure would ice the fins!
